The NFC was created from maintaining most of its teams when the AFC and NFL merged in 1960. At that time the AFC had expanded to ten teams, and the NFL had sixteen. To even out the number of teams between conferences, the Cleveland Browns, Pittsburgh Steelers, and Baltimore Colts were moved to the AFC from the NFL to form two thirteen team leagues.
